The Supply Chain Risk Industry Partnership (SCRIP) is a UK-based initiative uniting insurers, law enforcement, and expert consultants to address critical risks across the supply chain. With cargo theft as its primary focus, SCRIP aims to foster collaboration among all industry stakeholders to build a comprehensive understanding of the evolving risk landscape. Through shared intelligence, strategic dialogue, and targeted research, the partnership will explore actionable guidance to mitigate risks and drive measurable improvements in supply chain resilience. SCRIP is committed to shaping a safer, more secure logistics environment by aligning industry expertise with practical, forward-looking solutions.
SCRIP mission
Prevent cargo theft, disrupt criminality, and strengthen resilience of UK logistics
The SCRIP was established as an initiative in 2020 to bring a unified approach to influence change within the Freight industry, predominantly targeting large loads being carried for hire or reward by lorries weighing over 7.5 tonnes. Due to a number of factors, meetings and activity was suspended after the tabling of the Freight crime Bill in 2024.
In October 2025, Navcis identified that conferences and discussions were taking place where the same issues around secure parking, disjointed policing approach and security measures not being adopted were being raised, with little activity to address those issues.
NaVCIS approached the chair of the SCRIP and proposed the SCRIP be re invigorated as a focal point for action to make change.
In 2026, a dedicated National Police Chiefs Council lead was appointed for Supply Chain Crime. In March 2026 NPCC lead, Jayne Meir established a strategic Governance Group with the following objectives
The Supply Chain Crime Strategy aims to:
- Target and Disrupt Organised Crime Groups
- Prevent Crime and Strengthen Protective Security
- Improve Intelligence, Data Quality, and Performance Insight
- Strengthen Prevention and Early‑Intervention Activity
- Ensure Coherent and Appropriate Communications
- Embed Consistent National Delivery
The strategy relies on a partnership approach of cooperation and activity. It has been agreed that the Partnership element of the UK Supply chain strategy will be delivered via the Supply chain risk industry partnership, or SCRIP. This formalises a single group for the tasking and coordination of police, government and industry partners with the mission of Preventing cargo theft, disrupting organised supply chain crime, and strengthening the resilience of UK logistics.
